Eloisa P. Tinio

Peachy has spent many years in the IT industry, learning much of her IT knowledge and skills before moving on to a career in education where she has spent several decades. She began as a teacher working in the classroom and the laboratory to impart what she knew to students fresh out of high school and in the early years of college. Recognized as an outstanding teacher, she was ultimately tasked by management to train and evaluate other members of faculty. Her involvement in education has since included the conceptualization, organization, documentation, operationalization, and management of various business and academic units, including whole campuses and networks of campuses. She is an experienced IT professional and long-time educator, a certified trainer and assessor of teachers, a human resource professional, and a much sought-after career counselor.

Her roles have extended beyond IT and teaching. She has served as resources manager of software companies – trusted with departments responsible for hardware, software, and human resources. This has included the organization and management of human capital development, involving her in the recruitment, screening, selection, and placement of individuals in jobs. This has allowed our speaker a clear understanding of the relationship between academe and industry . . . and how best to enhance the employability of students and graduates.

In 1998, at the invitation of the Commission on Higher Education (CHED), she joined other academicians in the organization, founding, and incorporation of the Philippine Society of IT Educators (PSITE) Foundation – now a national organization with an active regional chapter in every region of the Philippines. In 2003, at the invitation of the IT and E-Commerce Council (ITECC), which later became the Commission on ICT (CICT) and is now known as the ICT Office (ICTO), our speaker joined other academicians in the organization, founding, and incorporation of the Philippine eLearning Society (PeLS) – the e-learning organization that officially represents the Philippines to the Asia e-Learning Network (AEN), the official e-learning representative of Asia to the world. Our speaker has also served as Vice-President, Auditor, and Secretary of the Philippine Computer Society; and as organizer, founder, trustee, and/or officer of other organizations.

At present she serves as the Executive Director of the PCS Information & Computing Accreditation Board (PICAB), a body that is aligned with the Seoul Accord.
